According to the newspaper, both Manchester City and Manchester United have Luiz in their sights as a reinforcement to their respective midfields in the winter window.
Juventus, however, are said to demand a similar amount as the club paid for Luiz last summer.
Douglas Luiz has only made two starts for Juventus this season.
