Spurs are open to the midfielder leaving the club, but according to sources, they are trying to avoid a bid that is too low.
Yves Bissouma was genuinely sad when Tottanham captain Son Heung-min changed clubs to Los Angeles FC a few days ago.
Tottenham have been looking at the possibility of building up their midfield under Thomas Frank, and there have been opportunities all summer for Bissouma to leave.

Bissouma not in Frank’s good book
